Letter to Mexico City Public Security Secretary Recommends Accountability Mechanisms in New Administration Law On March 11, the Lawyers Committee sent a letter to Mexico City's Public Security Secretary Marcelo Ebrard, responsible for some 80,000 urban police, regarding a law governing the structure and powers of Mexico City's Public Security Secretariat, which had functioned for years with a woefully inadequate legal structure. The bill was passed unanimously in the local Legislative Assembly. As a result of the Lawyers Committee's intervention,
several provisions governing police accountability were strengthened or
added to the legislation, which is a step forward. The law has several
weaknesses and omissions, which are detailed in the letter.
